we are continuing to await a speech by former president george w. bush, the speakers are taking to the podium there to get ready to introduce the former president. he is set to address a conference there in dallas, where he will spotlight the positive impact of immigration on u.s. economic growth. this as the g.o.p. looks to attract more hiss to the party. meantime mr. bush's father, former president george h.w. bush is spending another day in the hospital being treated for bronchitis and a lingering cough. we told you about that last week when we first found out that he was there. the 88-year-old former president is in stable condition. no record on when he is to be released. ab stoddard is a former editor for the hill. bush 43 has been fairly quiet throughout the first term of the obama administration. now the president has been reelected, george w. bush sort of comes out a little bit to make this big address, why? what is the timing about, do you think? >> i think the timing was shrewd. he really made a point of staying quiet during the first couple of years of president obam

to win by a bigger margin than george w. bush won in 2004. it may be the second biggest margin that a democrat has won for re-election in the last 100 years. with the so-called fiscal cliff looming mr. obama sends chief negotiator treasury secretary tim gheiter for individual meetings with each member of the conditioningal leadership which includes speaker john boehner, perhaps the most important player here. the meetings mark the beginning of the real negotiations. that doesn't mean the posturing stage is behind us. one capitol hill veteran, former fdic, sheila bair, a long-time staffer by the way who butted heads with geithner in the past, made this interesting observation to david gregory about tim geithner saying he's not the right guy for the white house to be sending in for these talks. >> do you think tim geithner, secretary geithner is the right person to lead the negotiations for the administration sf. >> i don't know. i don't think this is tim's strong suit. i think tim was given the job of treasury secretary because he understood the banking system. he's not a budget

. they have characterized it as a bad thing. it has a lot of a populist opposition to it. george w. bush signed in a phase-out of the estate tax. the top rate stays at 55%. the exemption level started rising from $1 million and going up. it was repealed completely in 2010 for one year. then it sprang back to life as part of the extension of the bush tax cuts that president obama signed into law. you have a debate -- very few members dispute that it needs to be continued. the debate is over whether you continue it at the current level. there is an exemption level, $10 million for a couple. or at the white house would prefer a 45% rate. that is the debate right now. there's a split among democrats. the white house wants a less generous estate tax. red-leaning states like max baucus. host: that was the headline recently in "the wall street journal," showing the senators. at its highest, what was the estate tax? how many people did the estate tax affect? guest: we are talking tens of thousands. right now it affects 3000 estates. the exemption level is set high historical novel. it has come d

. these tax cuts were enacted by george w. bush in 2001. still a bad idea then, i believe. at any rate, we had a surplus. it was sold to the american people because we have a surplus, we ought to give money back. we'll have the tax cuts across the board which benefitted mostly the wealthiest of americans. we knew that at the time. they were adopted as a temporary measure. what part of temporary doesn't john boehner understand? what part of temporary don't these republicans understand, right? i mean what is it about suddenly suddenly, it's become gospel. it is sacrosanct that you can never raise tax on the richest of americans. the very ones i'm one of them, who ought to be paying more in taxes. it is just insane! so they were attempted as a temporary measure and they're going to expire in ten years. why in ten years? because everybody knew in ten years things might change. we might no longer have a surplus and we might need the money. that's exactly what the case is today. president obama extended them for two

because now there comparisons this morning being made between president obama and president george w. bush overplaying a mandate, one through the election but overplaying it to the point where it would backfire as it did in president bush's case. >> what the president has asked for is 1.6 trillion net of new revenue. if you're going to get the kind of major entitlement reform that i and others believe you need to do to make sure that medicare and social security and other programs exist 20 years from now, there's that relationship to making sure there's a big enough revenue number. what he's laid out in terms of the rates just gets you a trillion. you will need net additional 500 billion beyond that i don't think he's overasked. everybody knows for those of us that have been successful, we'll pay more. more semantics about what format. let's have rates go back up. if we can really exercise the kind of discipline and tax reform that simpson-bowles and gang of six talked about it, we need to do that. >> speaker boehner would argue he's put a solution on the table that he'll compromise on ded

governor in 2006. before that a top political advice sor in the white house of george w. bush. he attended the university of delaware from 1988 to 1993. david plouffe crossed paths in schmidt in the late 1980's. he completed his political seasons degree and finned two years ago. he has completed two presidential bids. he was appointed as a senior advice sor to the president in the white house in 2011. he attended is the marks high school before serving in a wide viret of state and national political campaigns. i'm going to ask the two speakers this evening to speak and i had to decide who is going to go first and i decided to use a standard that anyone this this audience could mean and that is whoever has won the most recent presidential election gets to speak first. i think that's the fair enough thing to do so please welcome david plouffe and steve schmidt to the university of delaware.
